About Me:
Mr. Andres A. Escobar-Martinez is currently serving in the Puerto Rico Police Department's Shooting Coordinators Office and is Chief Instructor of its High Power Rifle Instructor Development Program. He served as a Police Officer for the Puerto Rico Police Department’s Special Operations Response Team, as a Master SWAT Operator/Sniper, and as Senior Instructor. Andres holds the rank of Leutenant Colonel (PR) in the Puerto Rico National Guard, and served as Commander of the Puerto Rico State Guard “Elite” Search-and-Rescue Company. During his tenure in Law Enforcement / Public Service, Mr. Escobar served as Commissioner for the Vega Alta Municipal Police. He was the Preparedness Director for the Puerto Rico State Emergency Management Agency where he was responsible for the State’s EOC (Emergency Operation Center) management. Andres is also a former G-3 Training Officer in the Military Forces of Puerto Rico. Currently he is serving as Secretary of the General Staff.
In the Private Sector, Mr. Escobar served as Confidential Security Advisor, Personal Trainer, Close-Quarter Battle Instructor, and Expert Witness (Use of Force). He was an International Bodyguard Association Deputy Director General (Americas) Instructor; and a Counter-Sniper Specialist Course Instructor. He is a Certified Security Trainer (C.S.T.) and Life Member of the Academy of Security Educators and Trainers, holding advanced standing as a Personal Protection Specialist (P.P.S.) in Nine Lives Associates’ Executive Protection Institute. Andres is Co-founder and former Vice-President of the C.Q.B. Agent Escobar has a Masters Degrree in Public Administration from Baruch Collage, CUNY. A graduate of Tulane University of New Orleans, Louisiana, Andres received a Dual BA Degree in Philosophy and Sociology. He is an alumnus of the U.S. Department of Homeland Security’s National Emergency Training Center, where he has completed all course activities and requirements of the Master Trainer Program. He is certified by the Emergency Management Institute as a Master Trainer. He is an Honor Graduate and Leadership Award recipient of the Puerto Rico State Guard Military Institute’s Officer Basic Course. He graduated from the Puerto Rico Police Academy as #1 in his class, earning for the Academy's first time both the gold academic and sharp-shooting medals. Andres has been married 20 years and has three children.
