Yes and no! In a calculated use of force yes, these things are planned out to what device and who will deploy at what location. In a crowd control, spontaneous violent situation a trained officer may deploy.

Flash bang or FSDD authorization wasn't needed during SWAT operations.  The only time need for deployment authorization was required if it was outside the scope of a trained SWAT member.
